There are several Disciplines a vampire can learn. Of these, several are in clan disciplines that are often reserved for that clan's sole use, and are other wise guarded. Of all the disciplines there are eight cardinal disciplines that are pretty much shared by all the clans. These eight (Animalism, Auspex, Celerity, Dominate, Fortitude, Obfuscate, Potence, and Presence) are common and spread to everyone and could be feasible to have even as an out of clan discipline. The vampire only need to be taught the first level by a teacher, and may learn the others on their own through training and practice. See Vamp Rules for learning Disc's in Coven
The other disciplines are all considered in-clan, and most have a teacher for each level he or she learns. And a vampire should have a fairly good reason to have one of these disciplines should they not be a member of said clan. There are a few however, that are more common then not, that would need less reason then others. For example, Dementation the Malkavians would be more then happy to share. They strive to share the madness.
One's that you'd find hard pressed to find in anyone other then a clan member are the one's heavily guarded. For example Thaumaturgy is extremely guarded by the Tremere. Or others that are in clans that are rare, such as Melpominee that belongs to the Daughters of Cocaphony.
On the list page, the disciplines marked as common are ok, uncommon needs some explination, rare must be learned in game only with a non npc teacher or be aproved by a story teller.
